This plan provides a mechanism for funding at least some UCLC projects starting this year, FY04, at a modest level. Individual proposals for the different projects will be considered by the DoE. We understand that some extra funding has been made available so that we are not competing directly with LCRD detector proposals in this round. Situation for accelerator work not yet clear. Detector and Accelerator proposals will be handled differently. For detector proposals, the DoE is inviting proposals only for the projects that were highly-ranked by the Gordon (US LC Steering Group) panel. This will almost certainly include those that were rated as "Excellent/Critical". We don't know yet whether any other detector proposals will be considered, but will alert the affected project leaders as soon as we find out. On the accelerator side, all UCLC projects are invited to apply, and will be put through the normal DoE technology program review process. We will get back to those of you who will be submitting your proposals to the DoE with specific instructions. We are extremely grateful to DoE, NSF and LCRD colleagues who have helped to bring about this turn of events. It looks as if we are off to a real, if modest, start. These are the ones that were regarded as high priority by the Gordon Review Panel convened by the US LC Steering Group: 1) 3.8. Coherent and Incoherent Beamstrahlung at the LC (G. Bonvicini; Wayne State), $6,000 2) 5.8. Tracking Simulation Studies and Alignment System R&D (K. Riles; Michigan), $45,000 3) 6.1. Design and Prototyping of a Scintillator-based Digital Hadron Calorimeter (V. Zutshi; NIU) $50,000 4) 6.9. Development of Energy-flow Algorithms, Simulation, and other Software for the LC Detector (D. Chakraborty; NIU) $35,000 We hope that next year more UCLC projects will be supported. It's clear that given the budget situation in Washington in the coming years, funding is likely to come most easily to projects that are regarded as urgent. If your project was not in this group this year, then we urge you to begin thinking about how you might modify it. Despite the limited number of projects that will benefit, we are very pleased by this development, which not only provides funding for critical UCLC projects starting this year, but also signals a commitment by both the DOE and NSF to enable research related to the Linear Collider. Sincerely, Maury
