Dear Review Committee Members: Thank you for agreeing to participate in the Department of Energy Review of CDF and D-Zero Detector Upgrade projects. This review will be conducted at the Fermi National Accelerator Laboratory on November 3-4, 1999. The CDF portion of the review will begin on November 3, at 8:00 a.m. at Wilson Hall, in the Comitium and D-Zero will be reviewed on November 4. This review is the result of an action item from the CDF/D-Zero Review that was held in June. The Committee is charged to review the management, cost, schedule, and technical issues to the extent they affect the schedule. The charge to the Committee is shown as Attachment 1. Also attached are the list of review committee members (Attachment 2), the draft agenda (Attachment 3), and the Report Outline/Writing Assignment List (Attachment 4). Suggested lodging includes the Candlewood Inn (27 West 300 Warrenville Road, Warrenville, IL 60555, phone: 630-836-1650, Fermilab rate: $68.00 per night), or the Lisle/Naperville Hilton (3003 Corporate West Drive, Lisle, IL 60532, phone: 630-505-0900, Fermilab rate: $89.00 per night). Reservations should be made by contacting the hotel directly. If you have any questions, please contact me at 301-903-4840, or by e-mail at daniel.lehman@science.doe.gov. Regards, Daniel R. Lehman ************************************************************************** Attachment 1: Charge Memorandum DATE: October 5, 1999 ATTN OF: Office of Science SUBJECT: Review of the CDF and D-Zero Upgrades for Run II TO: Dan Lehman, Director, Construction Management Support Division I am requesting that you carry out, consistent with the Action Item from the review you conducted June 15-18, 1999, a follow-up review of the CDF and D-Zero Upgrades for Run II at Fermilab. The June review indicated that the schedules for both detectors were optimistic, particularly so for D-Zero. Subsequently, both detectors have revised their construction and installation schedules, and the Laboratory has developed a new running schedule that is consistent with the new detector schedules. The review should focus on management, cost, schedule, and technical issues to the extent they affect schedule. Within this framework, make assessments of: The current status of the Upgrade projects; The likelihood the new schedules will be maintained; The appropriateness of steps being taken by the CDF and D-Zero project managers to assure they are maintained; and The appropriateness of the Laboratory's oversight of these projects. In addition, assess the impact upon the schedules from construction activities that are not part of the baselines for these detectors. Dates for the review of November 3-4, 1999, have been established in consultation with the Laboratory. I would appreciate receiving a formal report of your review by December 23, 1999. Jack Ritchie, the Fermilab program officer, will assist you and will act as the representative of the Division of High Energy Physics. We appreciate your help in this matter. These reviews are an essential management element in the Department of Energy's oversight of the CDF and D-Zero upgrades. John R. O'Fallon Director Division of High Energy Physics ************************************************************************** Attachment 2: Review Committee Members Department of Energy Review of the CDF/D-Zero Detector Upgrade Projects REVIEW COMMITTEE MEMBERS Department of Energy Mr. Daniel Lehman, SC-81, Chair 301-903-4840 daniel.lehman@science.doe.gov Mr. Steve Tkaczyk, SC-81 301-903-3288 steve.tkaczyk@science.doe.gov Dr. Jack Ritchie, SC-223 301-903-4801 jack.ritchie@science.doe.gov Mr. Paul Philp, Fermi Group 630-840-4481 paul.philp@ch.doe.gov Consultants Professor Tony Barker, Colorado 303-492-6074 tonyb@colohe.colorado.edu Mr. Bill Edwards, LBNL 510-486-7271 wredwards@lbl.gov Professor David MacFarlane, UC San Diego 619-822-1452 dbmacfarlane@ucsd.edu Professor Harry Nelson, UC Santa Barbara 805-893-8612 hnn@charm.physics.ucsb.edu ************************************************************************** Attachment 3: Draft Agenda Department of Energy Review of the CDF/D-Zero Detector Upgrade Projects DRAFT AGENDA Wednesday, November 3, 1999-Comitium 8:00 am Executive Session 8:30 am Laboratory Discussion of Run II Schedule 9:00 am CDF Technical, Cost, Schedule, Management Overview 10:00 am BREAK 10:15 am Discussion of Silicon Issues Common to CDF and D-Zero 11:00 am Individual Tours/Beginning of Breakout Sessions Silicon Detector Systems Central Tracker Installation and Commissioning 12:00 pm Lunch 12:45 pm Continue Breakout Sessions 2:00 pm DOE Executive Session 4:00 pm Close-Out 4:30 pm Adjourn Thursday, November 4, 1999 8:00 am Executive Session 8:30 am D-Zero Technical, Cost, Schedule, Management Overview 9:30 am Break 9:45 am Individual Tours/Beginning of Breakout Sessions Silicon Detector Systems Fiber Tracker Installation and Commissioning 12:15 pm Lunch 1:00 pm DOE Executive Session 3:00 pm Close-Out 3:30 pm Adjourn ************************************************************************** Attachment 4: Report Outline/Writing Assignments Department of Energy Review of the CDF/D-Zero Detector Upgrade Projects REPORT OUTLINE WRITING ASSIGNMENTS CDF Detector Upgrade Summary Philp*/Tkaczyk 1.
