CDF/D-Zero Review Charge

 

 

Fermilab Tevatron Collider Run II is scheduled to begin March 1, 2001.  It is essential that physics-capable detectors be in place and ready to collect data in time for the scheduled start of Run II.  Both CDF and D-Zero have experienced significant schedule slippage.   Both detector projects have made significant technical progress over the last year.   However, the last DOE Review (November 1999) concluded that both detector schedules were reasonable, but optimistic.

 

Guidance to the Laboratory and both detector projects from the last review was to develop fallback plans to assure completion of physics-capable detectors for the scheduled start of Run II.   The focus of this review will be the status of detectors, progress since the last review, and in particular the appropriateness of fallback plans.  To be reviewable, these plans should be specific with respect to what steps are to be taken and when they will be taken.   Descope options for subsystems with schedule risk should be fully specified.  Decision dates should be identified.  Implementation plans for fallback options should exist.  New milestones should have been established which correspond to decision points in the plans.

 

The Review Committee will specifically address these questions:

 

1.      Is the schedule being maintained?

 

2.      Are there technical problems that jeopardize completion of detectors on schedule?

 

3.      Is project management functioning effectively to complete these projects?

 

4.      Are the fallback plans (including descope options) appropriate?  Are they based on sufficient understanding of their physics impact?   Are schedules structured so that the highest priority components are completed first?   Are the fallback plans sufficiently detailed with respect to when, under what conditions, and how they will be implemented?

 

5.      Are the current schedules, including fallback plans, highly credible and likely to succeed?   If not, what remedies should be taken?

 

6.      Will these projects be completed within the currently estimated costs?
